How come Bradley is rated higher than Hatton?

At LWW the weight in which the ratings apply hes beat Tsyzu the champ (I agree there was alot of rough tactics), Maussa the WBA champ who had just KOd V Harris, Undefeated Urango the IBF champ by wide UD, and who is now IBF champ again, Castillo an old but good LW, Lazcano by wide UD, Malignaggi by KO, who was IBF champ but relinquished to make the fight happen and Pacquiao loss by 2nd round KO who is a big class above anyone Bradley has fought.
Of course Bradley has had more fights recently as he is younger in his career. But hasnt fought at the level of Pac or even an old Castillo or old Tsyzu
I just feel at LWW Hatton should be rated higher when Bradley has a SD over Witter (I thought Brad was a close but clear winner), UD over Edner Cherry, beats Holt by close UD after being put down twice, Can only get a ND over Campbell a good LW not a win after using rough tactics which you slate Hatton for and a win over Undefeated but completely untested Peterson.
If you were to reverse there records at LWW where Hatton only has one loss (the Maywheather fight was at WW) would you then rate Hatton above Bradley?
Im not saying Hatton could or couldnt beat Bradley just that ratings should be and are supposed to be based more on achievements rather than possible potential
