I think he possibly is. Wlad is older now and at the end, Vitali has retired, so the 2 likely guys to stop his march to the top are at the end and more beatable/retired.

Chances are if Wilder had of been based in Europe, he would have had a tough time as a HW, where win or lose he would probably have been in big fights that can take alot out of a fighter before they get to the top, but with Wilder and the route he has had, he will be fresh when he arrives.
I often find that many fighters have too many tough fights at European level and are worn out by the time they get to world level due to so many tough fights at the Euro level.
An example of this would be D Chisora/D Wilder. Chisora is fighting at European level and has fought D Williams, S ***ton (undefeated), T Fury (undefeated), R Helenius (undefeated), V Klitschko, D Haye and had even signed to fight Wlad Klitschko. That was all in under 20 fights and has since fought undefeated M Scott, E Gerber and K Johnson.
Now look at how Wilder is called top 10 and in 31 fights his biggest win is possibly a Chisora KO victim.

Look at the levels that Fury, Chisora, Helenius, Pulev have all fought in, in lesser time and then look at Wilders level.
