How come Marquez couldn't even knock Pacquiao down in their first 3 fights?

This is all good and fine except that both JMM and Nacho themselves were on the record and openly admitting that they were surprised that Pac got KD'd and eventually KO'd.
And they were also on record saying that their game plan for Pac-JMM 4 was the same as Pac-JMM 3, but this time with more power, to effectively drive Pac back.

So no, as plausible as your thoughts maybe, they aren't exactly what happened.
They themselves were surprised that they can hurt Pac that way, and were probably thinking "Damn we should've implemented this strategy a long time ago!"

 

Pacquiao refused additional testing for the 4th fight when Marquez agreed as long as Manny took the same tests.

PAC just didn't cut as much weight and looked the same. PAC was always knocking down iron chinned guys who had rarely or never been down.
