How come Tyson Fury and David Haye struggled to do AJ level PPV's?

Tyson Fury was stuck with Mick Hennesey and fighting in McDonalds car parks for years......he was basically promoting himself and paying Mick 20% to file the paperwork.....

David Haye was stop-start ever since he moved up to HW. He kept getting injured and all that juicing and weight lifting made matters worse. He regularly cancelled fights and promotors did not want to take a risk on him.
Then came toe-gate after the Klitschko fight and Sky wouldnt touch him again. He was persona non-grata with Barney Francis for a long time.

When Haye was desperate and broke, he had to come back despite his injury and could not afford to pull out again.

Being "exciting" outside the ring doesn't make people tune in for a fight inside the ring. Talking big before the fight and then potshotting on the backfoot doesn't hold up.
Also, neither has ever defended multiple belts like Joshua at HW. Fury never defended, and Haye just had a single belt that actually belonged to Chagaev.

Fury's style is not casual friendly and lots of people think he is a fraud.
    Haye was embarrased by Wlad.

    Eddie Hearn.

AJ's always been Eddie's golden ticket and pushes him to the hilt. No wonder the public love AJ as much as they do.

This is actually the case to be fair. It’s very rare a fury fight entertains. Haye was good at selling a fight and story like Valuev.

AJ has a marketing machine behind him. He has all the attributes talks and lols good. Whilst being prone to having a tear up. People have watched him from the Olympics through to now.

fury also had a number of things the public and in particular the media didn’t like. He’s a gypsy some of whom have questionable ethics in the UK and create a lot of distrust.
He has said homophobic and sexist things in the past and also has failed a drugs test no matter which side of the fence you live on.

British fans love a narrative and love one of their own overcoming the odds. Fury is not viewed by all as one of their own but AJ and Hatton for instance are

Tall, dark and handsome. Olympic gold medalist. Humble, charismatic (I disagree with you here, he has tonnes of charisma).

Haye would have been had he beaten klitschko. Joshua stopped Klitschko and was no.1 in the division by most experts.

Fury retired and extremely boring. People watch HWs for their devastating power.

David Haye was getting plenty of fast, electrifying knock outs as well

Can Fury's PPV fortunes change if he signs with Eddie Hearns?

Why would they? Unless that means he's benefiting from a stacked undercard or has co-headliners that are big draws - but that still isn't a reflection on him. Like asking if the mushy brown avocados would sell better if they were in the grocer's next door.

In fact adding him to a good PPV card might degrade its attractiveness, in some fans' eyes. If they don't like him, they don't like him. Although he does have a sizable base that do actually like him, probably mostly due to his outside-the-ring antics in pressers and interviews.

Haye's HW stint left a bad taste in everyone's mouth though.
