It would be very shameful to put drug cheats/corrupt fighters in the same category as fighters who win their fights through talent and not cheating How do you rank someone like Canelo who stacks the card heavily in his favour?
I rank Canelo right there with Tyson Fury. Both probably are skilled enough that they don't need supplemental enhancements. When they win, I question how much was them or the PED's. Still enjoy their fights.

There is absolutely NO WAY of knowing who's a drugs cheat and who isn't unless they are tested positive. Wouldn't surprise me if every single one of them is on something.
Canelo is bottom of the barrel stuff in terms of corruption.. He shouldn't be anywhere near anyones top 10 p4p list with his card stacking, weight jumping, cherrypicking etc.

I've tried to get ANY floyd fanboy to tell me what would have happened if the NSAC did NOT give the TUE Exemption. NONE of the floyd fanboys even consider the hypothetical. THey know the NSC HAD to allow it to save for damages. Imagine if Floyd did the IV and three weeks later is was NOT approved. It would be changed to a NC, bets would be nullified and voided, and there would be a TON of lawsuits. NSAC had no choice but to allow the TUE.
Sure, but then Fury, Whyte and Ortiz drop down as well, so the HW rankings become complicated. Usyk will be both top p4p and top HW. Joshua will come after Usyk at HW then Parker perhaps? Can't really argue with that, but I prefer to keep it simple.

Ranking boxers in general, with so much favoritism and unfair results is already pretty damn hard, but when we get to the issue of juicing too, it's basically a total mess. Let's take the HW division, which has 3 busted juicers in the top10, from which one is the current Ring champion, and there's probably more. This isn't as bad as it once was, certainly when looking at the 80's and 90's, but still significant. There's another huge problem that surfaced around 2015 though, and that's the thing that some boxers are basically allowed to cheat, which usually has to do with their promoters, nationality and/or their economic value. While their opponents have to pass the drugtests, their positive tests get sweeped under the rug, or explained away as food or supplement contemination. Some even after testing positive multiple times.
