I don't think anybody beats him at super-featherweight. Of course, the division is not as old as other divisions.
Out of the few fighters that I've followed closely - which does not include the Durans, Leonards, etc - I'd put a SFW Floyd at the very top. He was exceptional (and still is, in a different way) down at that weight. Edit: Are you wanting us to compare him to other SFWs? Or anyone?
Floyd seemed to have it all at SFW and lightweight. He's still an incredible fighter at 147but it seems like he didn't carry the power that he had on his punch at the lower weights to 147.
