An unbeaten Cooney , coming along just as Tunney retired . He's in the mix with Schmeling , Sharkey etc . Any chance of him picking up the title before the Brown Bomber comes along ?

About as well as he did in his own era, give or take a fight or two, because of his problems outside the ring. Could he have held the title back then? Perhaps with a bit of luck, but if he did he would have lost it very quickly, and then crawled into a whisky bottle.
Yes he mostly certainly could do it, and likely would pick up a strap. Depending on his mind set after winning, he could hold on to it for a bit, but eventually loses to Louis for sure and maybe Max. People forget, that part of his alcohol issue was losing to Holmes and a depression crutch kind of thing. If he wins a belt, he might not sink into that lifestyle as quickly as he did. BTW, the best Sharkey loses to the best Gerry.
Pretty simple Jaws; to get from point A to point B, you must have guzzling in yr engine. So, however much guzzlin Calamity Cooney has will determine how far he can drive on his trip. How far he will go. It is simple supply and demand economics. For, after all, we are not communists.
