Lets not forget, Hatton's lossses came from the #1 and #2 P4P fighters in the WORLD. Had they not been in the division he would have have been king at 140. I would say he was A level, but couldn't beat top P4P. He would also have lost to other A level fighters on triangle theory.
At 140lbs clearly world class, the win over Tszyu clearly showed he belonged at that level. But he wasn't good enough to beat truly ATG fighters like Mayweather and Pac, he simply wasn't on their level.
B+ to A- fighter at his best but he's starting to get underrated over the years though. People seem to like to bash him more than when he was active.
