That was a prime Moore imo. Even though some fighters mature late, its still hard to imagine a 30 year old fighter who's yet to enter his prime (during 1940s). Charles beat him 3 times over 18 months. The last time they fought was in 1948. Moore is said to be "ancient" when he fought Marciano. That was 1955. If we can agree that Moore's prime was about 6 years long, then he had to be in his prime when he fought Charles (at least the last 2 fights). Otherwise, Moore would still be near his prime when he fought Marciano. In 1948, Leonard Morrow KO'd Moore in 1 round and Henry Hall beat him by decision. To some, this might make Charles' wins less special. Even though Moore beat Bivins the same year. Great fighters can lose to good fighters, even in their prime. Rubin Carter KO1 Emile Griffith is a perfect example. Also Oakland Billy Smith KO2 Harold Johnson. Moore avenged his losses to Morrow and Hall. The fact that Charles went 3-0 makes his wins undeniable. Moore had nearly 100 fights when he fought Charles the first time. He had fought guys like Charley Burley, Holman Williams, Jimmy Bivins, Lloyd Marshall, Teddy Yarosz, Eddie Booker, Aaron Wade, Cocoa Kid. Moore was more experienced than Charles. Even if you think Moore wasn't in his prime yet, he was consistently fighting great fighters and none of them came close to going 3-0 against him.

I wouldn't put much stock in the losing saying they should have won. You'd really need to check the news reports. The Cincinnati Enquirer- 06 May 1947 The fight ws booed, but most ringsiders could find no faultwith the verdict—a split decision—which gave two votes to Charles.The third judge called it a draw. The Enquirer score sheet gave Ezz fight frames, score four even, and awarded one to Moore—the first You'd need a lot more than one report for a good idea though.
The wins are sensational. If he got two out of three it would be a big deal but to win all three - wow. Across the trilogy Moore, a top 20 ATG, threw all sorts of tactical changes at Charles and he still couldn't get there. Think about it, you rarely see a trilogy between prime ATG's swept by one party. It's a pretty big deal.
