If a fighter is at all overweight then as soon as he starts training camp, he intends to lose weight. If a fighter stays in shape between fights, then he may not want to lose any weight at all, and any weight loss would be unintentional. If a fighter has a stated weight goal prior to camp (lose weight, gain weight, maintain weight) than all of his behavior in camp would be intentional (but not necessarily correct - mistakes can be made) assuming he is committed to the goal.

Calories in, calories out. You can lose a lot of water and waste weight by cutting out carbs and taking laxatives too.
