A fighter's defence, for instance, is being compared to fighters like Wilfred Benitez, just as their power is being compared to Eugene Hart's and durability is headed by Marvin Hagler who'd come in at about 97. I don't think anyone would score 100 as there would be no room for improvement in the future.
Jimmy Carter was an average US President who did not exactly gain much popularity with the press nor public. He was a wonderful human being, but lacked guts, and the ability to make clad iron decisions. I don't think his skills or attributes ad up well to Louis or Williams. Though, he did start some good public programs for the homeless.
Looks right on the money, although i would like to know how you would rate the footspeed of Liston, Dempsey, Marciano and Lewis? I think 77 might be a tad high for Louis; i think it's his biggest weakness, if any. There is of course the fact that he might be the most economically aimed fighter in history (certainly at heavyweight) and adapted his pace to that, and certainly he did show a good amount of footspeed when he needed to, for instance against Galento. But regardless of his motivation, i would give him 70 in this department.

There's footage out there. Hart was a renowned as a terrific puncher all around Philadelphia and you can see the velocity on his punches in the Hagler and Briscoe fights. He just didn't have the economy or endurance to match, a bit of an Earnie Shavers type.
