He was too involved with politics, in the Luna Park at the time... but maybe not when he faced Mina, could be unfair for me to say that, even so, Peralta was a fishy guy, I´m sorry.... for example, he went to Bonavena before their fight and told him that they should make a fake fight, where no one would punch each other, in order to them make money easily.... (edit- it was in the rematch that he offered that to Ringo, and the fight ended in a draw)

Mina koed Peralta in Peru and then years later lost a close decision to Peralta. Just to be clear I was talking about Peralta fixing his rematch with Bonavena... it was a "self-fixed" fight.
I think he was the best light heavy in the world at the time he injured his eye. I find his fight with Henry Hank most interesting. I believe it was Mauro's first and maybe only fight in the USA. I think he had been told that Hank was a tough hombre, so Mina started the fight by trying to outbox him and consequently lost the first four rounds. So then Mina decided to fight fire with fire and duke it out with Hank and won the last six rounds. A complete turnaround, but it showed that Mina was a dominating fighter. Quite a unique fight. This is all from memory, understand. You guys can watch it now and form your own conclusions. Let me know if my memory is wrong. I think he had the perfect weight distribution for a light heavyweight. His victory over Foster was no fluke and no hometown decision.
