The WBA had every opportunity to 'yank' the Heavyweight Championship from
Muhammad Ali in December 1976, if he did not sign to fight Ken Norton
    within 90-Days.

They were in a 'perfect' position to demand Muhammad Ali to defend the Championship
versus Ken Norton again, and by March 1977.

Following the controversial decision in September 1976 in the Ali vs. Norton III bout,
the WBA in one of their 'Regional Conventions' had voted 'Unanimously' in forcing
    a 'fourth bout'.

    Then money started exchanging hands.

If reality set in, Ken Norton would have defeated Muhammad Ali in March 1977, and
a new picture would have developed.
