    Presumably Powell was ranked, hence Hopkin's position? How can a commission mandate a fight without any precedent for the guy being able to make the weight class? I've never seen that before.

    The IBF bumped him to mando...He never even fought in a 12 round fight up until tonite vs GGG. His ranking was fabricated.
