He didn't have really decent opponents except Hatton and Judah. And we know what happened to both. He will be remembered as a good champion but tnothing more.
As a fighter with freakish one punch knockout power, who was at the top of his division at one point, age caught up with him and he retired on his bench.
As a better amateur than a pro, though still arguably a top 10 JWW of all time, depending on what you prefer.
I rank Tszyu in a group of fighters - Trinidad, Calzaghe, Mosley, Winky Wright, JM Marquez - who were great boxers, some of the very best of their era, but who (IMO) just fell short of ATG status for one reason or another (though JMM, Wright and maybe Calzaghe are still works in progress). Tszyu was a truly excellent lww.
I would describe Tszyu pretty much the same way.He fell just short of being an ATG.However Felix Trinidad is an all time great and had a much better resume than the likes of Tszyu.
I rank Trinidad highest out of all of the fighters in that group, but for me he is still one of them.
