He'd comfortably rule it. The guys who really bothered him were massive hitters with decent skills like Edwin Rosario and Freddie Pendleton. There is no one there that can hit with their skills right now.
The better 140 lbs pounders have moved north to 147 lbs..... ....Mayweather, Hatton, and Cotto..... Randall would dominate the current crop at 140 and even hold his own with the above mentioned and with a chance to beat them except for Mayweather.
