There's a bunch of stuff, but since most of it was already said I'll go with:

Lifetime bans + enormous fines for PED use.
So the risk of getting caught means you get bankrupted by the fines, and no longer have the ability to make more money. This will make it too risky to even try it.

(Or just get rid of the facade of testing and allow all PED use)

Mandatory unifications, if there have been two champions in a weight for a long period they are forced to fight each other for unification.

And it's not bureaucratic, political and corrupt now?

Sure it won't be perfect far from it, just look at FIFA, IOC, IAAF etc. But boxing as a whole will be all working towards one goal to make the sport bigger to make more money instead of all these splintered groups working against each other. I can only believe a concerted effort by one unified body would be better based on how many smaller sports have surpassed boxing by unifying differing bodies.

Deduct points from the Mayweather's, Ruiz's, and Klitchko's who throw a one, two, and then clench. If it continues to happen, call the fight. This isn't a clenchfest, it's boxing.

Don't you understand constant clinching is high IQ (Aka I have no idea how to use my boxing brain here, quick, clinch)

Get some better fans. Our own fans make boxing look bad. I know there is a such thing as robberies, it does exist. But Jesus it doesn't happen anywhere near as often as we see it cried around here. Every close fight is not a robbery.

Agree. As long as it's allowed boxers will keep doing it.

    FEWER PROMOTERS
    FEWER BELTS
CHAMPIONS CAN TAKE AN EASIER FIGHT ONE OUT OF EVERY 3 MATCHES. Otherwise they have to fight someone in the top 7.
    15 ROUNDS AGAIN.

I think eveybody know what the solution is but it's very doubtful anybody can implement it.

The best fighters have to fight each other. For instance everybody has known Crawford and Spence were the two vest fighters at WW since Crawford moved up over three years ago and they still haven't fought. It's absurd and it wouldn't happen in any other sport. In every sport the best will go against the best within one calendar year.

Unless boxing can get this issue worked out it's going to stay a niche, second tier, minor sport.

The other big issue is boxing need a legit drug test system in place that the public can be confident in.

Right now the boxing has too much of a WWE feel to it.
