Porter is not the measuring stick, he is just a fighter who gave Spence a harder fight than he did Ugas. A fight in which he still lost. You have to look at the totality of fights that Spence has had compared to Ugas. He has been exposed to way more different styles than Ugas and is more capable of adapting to a Pac than Ugas. Remember, Pac is not Porter by a long shot. Pac don't rush in for rush in's sake. His pressure comes with more intelligence, and more power than Porter. Spence is mentally more capable of dealing with Pac than Ugas because he has entertained more class A fighters than Ugas. Ugas have not faced anyone with the finesse of Pac.

In his age for this division even clenelo only natural bee meat might help almost 0 unless he is GOAT candidate.
Especially if we take in account his inactivity ( rust ) period in the ring ( no fights ).
