Because Resto took padding OUT of the gloves, which has a much worse effect than slipping something IN them. Cuts can be horrific. Either way, it's a really shitty thing to do.
Because, the fight did not take place with loaded gloves. IF it turns out that the gloves were loaded, then, of course, they were unloaded before the fight, thus the ACT of any type of assault did not take place. In the Resto vs Billy Collins case, the ACT took place to the point of serious and career ending injury. Therein is the difference.

What Resto did is a lot worse. Margarito's hand wraps, if it's true, would only affect his own hands, to stop them being damaged. Resto ensured that Collins would take a severe beating.
