Lets say Shavers has a chin as tough as 88-92 Tyson who took a 10 round beating from a 234 lb Douglas (who wasn't in a good mood at that). With this kind of chin, how well would Shavers do? Would he tear through everyone? Could he excel to the point of takings the heavyweight titles from Usyk and Fury?

no, while shavers' chin was suspect his skill was really lacking as well. larry holmes was able to completely outbox shavers twice (other than the one time he was caught and knocked down) only hurting him late in the second fight.
comparing him even to a young george foreman (who wasn't exactly the most skillful boxer of his day) you can see a clear skill gap, unlike foreman shavers couldn't cut off the ring or track head movement with an extended guard like foreman could, even comparing their defensive abilities it's clear that foreman's use of an extended guard and footwork were far superior to shavers.
