What happened was that Cotto received a proposition (from Mayweather's team and Haymon) and Cotto said he will come to a decision in a few days. Apparently the offer from Floyd/Haymon must have been pretty appealing so yes he did essentially get bought off so now Floyd doesn't have to face Pacquiao. Cotto-Mayweather 2 is next.
