Yes he did - and if he had won that fight, he would have been champ at just 18 years, 4 months, 20 days. But the man we're looking for lost a split decision at the age of 17 in a title challenge where 2 scorecards read 8-7 and 8-6-1 in favour of the defending champ and the 3rd had the challenger winning by 10-5. So if the 3 cards had been added up, our man would have been world champion with 2 rounds to spare... the 2nd youngest in history (after Benitez) and the youngest ever in one of the 8 classic divisions.
Ramos was 19 when he lost his first title fight against Carlos "Teo" Cruz... and since it was on a UD, he can't be our man.

I remember him because he was from the Bronx and his name comes up a lot of times at Ring 8 meetings. I know he started at the age of 15 and fought for World Title only a few years into his career. I also know the name of Gus Lesnevich very well as he grew up in Cliffside Park, which isn't to far from where I live. I just put 2 and 2 together and came out with the answer.
