WBO rarely enforces their fighters to fight mandatories. Take for example Zsolt Erdie, he fought bum after bum and never a mandatory. Bernard Hopkins is STILL rated #1 by the WBO and Erdie was never forced to fight Hopkins. Same thing with that one SMW who recently lost the belt. Andre Dirrell was rated #1 by the WBO, Dirrell was never forced to fight the champion. I think all lineal champions in each division should aim for the WBO belt.
You do know that they can't force the #1 contender to fight for the title, right? Hopkins never fought for it because he didn't want to, Erdei isn't a name and all he wants is the big-money fights.

at least they does not have 3 bets in one division (as WBA) and doesn't strip for political reasons as IBF or have a bunch of champs emeritus like WBC
