    That brutal KO loss was to the champion, who was naturally already ahead of him in the rankings and the same guy he had already fought a draw with.

    I can't find rankings info just before Jennings-Perez but as you can see Perez was 8th/9th ranked by Ring after Jennings had beaten him in mid-2014. Solis, Helenius and Adamek were dropping out of the rankings after Perez-Abdusalamov and Perez-Takam but before Jennings-Perez took place, following losses or inactivity. Arreola had lost badly to Stiverne and Chagaev was turning down fights and not doing anything. So there were plenty of spots free in Ring's top 11 for Perez.

    A large minority contest the decision (Eyeonthering) and fan consensus is that it was razor-thin either way. Ortiz was officially 43 with 2 KO defeats, not 40 with 1 KO defeat or 38 and undefeated; the versions of Ortiz that Wilder beat.

    Ruiz tried to break his contract with PBC to fight that Ortiz, he wanted to fight inactive journeyman Tyrone Spong in Mexico and sign with Triller instead:

    If Ruiz was trying to duck that version of Ortiz, of course he's going to duck a much younger and fresher Ortiz. Truth be told Ruiz could have fought Ortiz back in 2014/2015 if he wanted to but he preferred to fight the journeyman Liakhovich's and Kevin's of the division while waiting for a title shot to fall into his lap (smart move). He knew as did everyone else at that time that Ortiz was probably too much for him.

    I don't agree with your conspiracy theory. By this line of logic, matching a rickety and possibly shot inactive for 2+ years Ortiz with prime Charlie Martin coming off his career best win was very risky in terms of potential humiliation and Wilder brand damage. Andy was probably just ducking and/or being lazy. It seems they've finally lost patience with his antics, hence his removal from the rankings.
