No the IBF can't strip him since the Wlad-Toney bout would be a voluntary defense. As this is not a mandatory or a unification bout, the involvment of the IBF is not of particular interest for Wlad or the public.BUT I just checked the WBO rankings and Toney can't be found in them. So it appears that the WBO would not sanction the bout as well...This would be a non-title bout, even though Toney would accept this, Wlad does not like this because it makes the bout less attractive.
WBO could always just lift Toney back to Top-15. Toney was Top-15 in WBO, IBF and WBC but his rankings disappeared when he signed to UFC fight
That is correct, neither the IBF or WBO rank Chisora.I don't know who Waldo could possibly face based on these rankings, He or his brother has already defeated everybody. Notice that the WBO ranks some strangers as Gonzalo Omar BAsile, Alex Leapei, Rober Helenius but not JT in their top 15. The IBF mainly ranks boxers who either do not want to face Wlad or who have just been recently defeated by Wlald or his brother. That leaves Derrick Rossy and Maurice Harris in the IBF.
I think that camp Klitschko will have trouble marketing the fight to the german audience if a major sanctionning body like the IBF does not consider Toney a worthy challenger...

In order for Wlad to fight a voluntary defense against Toney, Toney would have to be in the top 15 of the IBF or the WBO. He only has himself to blame that he isn't ranked there.
Obviously Toney has made all the wrong decisions during the last 5 years or so. Plus he's been unlucky on top of that (Sam Peter I robbery, Rahman II controversy...). It's just too late now, even if he had gotten the shot at Wlad. Toney should retire, as it seems obvious that he can't get himself in good shape anymore. Plus he's taken a lot of damage already, he's had 80+ pro fights, he's a legend and an ATG and he's given the sport more than enough - even if he let his fans down during the last couple years. I do not want to see Holyfield-Toney II either: Toney has schooled Holyfield already, and schooled him bad, there's no need for a rematch. Both men are legends and should retire while they remain somewhat healthy. Holyfield-Toney II would be a farce.
What a disgrace. Klitschkos ducked Toney all the time he's been at heavyweight. Including the time when he was much higher in the rankings. So that's not about rankings. Even now that Toney is 42 I still would like to see this fight (against any of the Klitschkos) but... what a coincidence, it won't happen again.
Anyone who has criticised Wlad for not calling out Toney in the last couple of years has no credibility. It isn't really debatable, Toney has been utterly hopeless since 2008 or so. I couldn't really care less what those people have to say about Wlad, and it certainly shouldn't factor into any of team Klitschko's decision making.

Good, that fight would have been a complete joke. Toney should be gunning for the likes of Arreola, Tua, and Monte..... hes in for a bad beating if he faces anyone in the top 10, IMO.
Obviously one should take 1.1 million to fight Peter as opposed to 1.5 to fight Wlad. 50-50 chance of beating Peter = Future fights if he wins or else rematch Peter he loses. Whereas there's a 90% chance Wlad dominates him and basically retires him.
James Toney could not even beat Sam Peter and has failed not one but two steroid tests. He was out boxed by Sam Peter for christ sakes! How do you let that happen? :roflatsch
