If Bellew beats Usyk would that make him the greatest boxer ever to come from Liverpool?

I read an article in the Sun newspaper by Colin Hart where the pundit stated if Bellew beats Usyk it will make him the best fighter ever from Liverpool and would place Bellew above his hero, fellow Scouser John Conteh. Would a win over Usyk really mean Bellew is better Conteh was in his respective weight class and could Conteh have beaten Usyk at cruiser in his prime, since Conteh started his career at heavyweight?
