no. mayweather is clearly the best boxer in the world and you're discounting floyd's achievements at lower weights. also, it's only pretty recent (last couple of years) that cotto's stepped up and taken on quality opposition.
An impressive win over Margarito and he will cement himself as a top 4 pound for pound fighter (right there with Mayweather, Calzaghe, and Pacquiao).
The way I see it, the only way for him to become the number 1, he has to beat Floyd, or keep fighting top contenders and hope that Floyd, Calzaghe and Pac lose.

He can't force Gayfeather to fight him. So we may never get to see that chance. Besides, he has to worry about Margarito first, and if he beats him he will have his chance to make it on the P4P list.
No Margo won't get him to #2 that means he's pass up JMM at 4 Calzaghe and Pac. Margo is barely a top 25 P4P fighter.
no he needs to beat floyd if he is to become p4p, but it could never happen for him until mayweather retires, no fault of cotto's but i just dont see Mayweather fighting him. Cottos a terrific fighter, love watching his fights but dont think it will happen for him until floyd goes. The only think the margarito fight will do : - 1. if he wins by a terrific ko or superb boxing lesson, everyone will be calling out floyd to fight him 2. if he looks dodgy but scrapes a victory via s/d for example, people will be questioning his p4p status and his case to fight floyd 3. if he loses people will slate him to the cleaners and all of a sudden he'll become the next jeff lacy and be classified a super hype job, much like jeff!! thats how i see things unfolding
