If Crawford fights and beats Spence, would he be an ATG? Let's look at his accomplishments: 3 weight world champion Undisputed champion at 140 Wins over Gamboa, Postol, Burns, Khan and Spence.
Even with that win, not even close to an ATG. However, it is possible for him to become an ATG should he take the right fights and build a solid resume. His case is similar to Loma, who has been facing opposition that is unbecoming of a P4P talent (Crolla, Campbell). I have been called a white-hating so and so for calling out Loma on this, but Crawford is in a very similar position for me too. As are a number of other active fighters.
There are only a handful of atgs every generation: Pacquiao, Mayweather, Andre Ward (my opinion, possibly controversial), Chocolotito etc. Its a very prestigious classification, and a step higher than being an IBHOF inductee. So I would say beating Spence would put Crawford a big step closer, but still some distance short. Unfortunately for 'Bud', but beating Hank Lundy and John Molina Jr. doesn't really cut the mustard, so a lot of his previous wins aren't helpful. But if, over the next 3 years, he cleans out welterweight: Spence, Pacquiao, Porter, Thurman, Danny Garcia, Mikey Garcia etc. Forget about it, he's an atg. The division is stocked with guys who could validate his claim to greatness.
