So let me get this straight...

Manny is this guy who takes on all comers. Ducks no one. Fears no one. Can conquer all...

    Except a blood test?

Thats where Manny draws the line?

    Ok. But why?

He never said he wouldn't take it, he just didn't want to take it too close to the fight. Also, I know tons of tough as nails dudes who are scared of spiders, snakes, magic, etc. Some people just have certain phobias bro.

You know what I mean bro. He was heavily pressured by Showtime who had lost a lot of money on the Guerrero fight and was paying him an astronomical guarantee and I am sure they had it written in the contract that certain opponents needed to be approved by the network. Do you really think Floyd had a contract with Showtime that stated that he gets 32M guaranteed no matter who the hell he fights?

Kind of a catch 22 isn't it? If he fights him, he's been ducking all along. If he never fights him, he's been ducking all along. The OP's logic glosses over all the politics in boxing. Floyd had an unprecedented request (well not really, Tyson asked the same of Holyfield). But, Manny had an unprecedented response. Also, if you are eager to fight a guy, you don't turn down a $40 million guarantee (w/ $20 mil before the fight), when the other guy calls you directly. The PPV split could've been figured out later. Manny defers to Koncz and Arum because they will always put up roadblocks, which he can conviently hide behind.

So, if this fight ever gets made, it's because they BOTH felt it was the right time to make it.
