No, you can't. He might be the best on paper but that doesn't mean he's the best for real. He'll be the best at 147 if he defeats the best contenders there...only then you can say he's the best. Regarding the best P4P nobody is the best. There is no way to prove it. You can make a list of 10 boxers and say that at a particular time they are the ones who stand out as the best boxers in boxing, but there is no way to determine who is the best. You can say who is the best in a particular division when a boxer beats the best contenders in that particular division. The boxer has to prove it in the ring that he is the best. Having the best skills does not necessarily translate in to being the best. However, you can say that he is the most complete boxer which is totally different.

They woud have to fight(prove it in the ring) and then I will tell you who the best is. Got it? PBF is the most complete boxer at 147, that's the way it looks to me, but he has to prove in the ring that he is the best. I apply the same standards with Pac. Some people think and have said that he is the best at 130, I'd say lets wait and see it. If he beats JMM, Guzman and/or Soto/Valero then I would say that he is the best at 130. Understand my point?
