Foreman losing to Morrison helped his legacy because he got a shot at Moorer who was lineal champion, and he became lineal champ at 45 years of age, and regaining the title that he lost 20 years earlier to Ali, something which we'll probably never see in boxing again.
What if Foreman did beat Tommy and win the WBO belt, which wasn't as recognized back in 1993 as in recent years, and lets say he decides to remain the WBO boss til retirement, how do things play out, and how is his legacy viewed if he decides to not pursue fighting for the lineal belt?

It's most likely viewed in a lesser light for the exact reasons you mentioned.
