A fight with Billy is going to be hard, especially if GG fights and beats Jacobs first. If GG were to beat Billy decisively, he'd then be frozen out as GG would own all of the MW belts. If you look logically from Billy's position, unless he was offered crazy money, it's not in his best interests to fight GG yet.
