Lets say Salido was as you put it, a B level world champ, he was a fighter who looked to have beaten Guerrero and beat undefeated Lopez.
So for a fighter to only have had one pro fight, fight him when at a weight disadvantage, and take him to a SD when nearly stopping him in your first fight to go 12 rounds, doesnt look bad at all.

I wonder how some of the legends like SR Leonard, OD Hoya who were good amateurs would have done in world title fights in their 2nd pro fight and against a heavier opponent

That B level world champion Salido had only lost 4 out of 31 fights over the course of a period of 13 years going into the Loma fight.

To a 42-2-1 prime Juan Manuel Marquez
    A 18-0-0 Yuriorkis Gamboa
    A 30-0-0 Mikey Garcia
And on a SD to a 36-11-1 Cristobal Cruz which he later avenged.

To put things in perspective Loma was 1-0 was when he fought Salido and he was facing an opponent who deliberately failed to make the stipulated weight so he could hold an even bigger weight advantage over this novice pro than he would've had he hit it - and Salido was likely expecting it to be even more than the 11 lbs it ended up being given how little Loma put back on after the weigh-in for his debut fight against Ramirez (which was 129 lbs IIRC). And who was allowed to wail away at his neither regions with power sapping lefts and rights all night with impunity by a referee who is widely regarded as one, if not the, most corrupt in the entire sport.

    1) Salido can be considered an A-level fighter and can not be judged due to his record
    2) This was only Lomas 2nd professional fight
    3) Salido was considerably over the weight
    4) Salido made something like a 100 low blows
    5) Referee didn't react
    6) Lomas corner and Loma himself didn't react as well due to the lack of experience
    7) Still, it can hardy be considered a loss. The judges could either call it a draw, or give it to Loma. Both would be fair.

Because Salido was a cheating scumbag who got everything in his favor. The hometown was in his favor, the referee, the judges and the weight division. Do you even know that Lomachenko was fighting a Super Featherweight while he was a Featherweight and almost KO'd Salido late?
