I answered the OP's question. Take it or leave it. I don't know whether the commission cleared him or not. Nor do I even care. My son considered going into law. a situation happened where an english soccer player missed a routine drug test. subsequently he was banned for 9 months, he wasnt caught doing drughs he missed the test.

it comes down to this, pro sports men and women are adults and they know the rules and regulations in their given sports, if they choose to be irresponsible its their fault, in this case the trainer has been apportioned the blame, nevertheless the fighter had a responsability to check his own boxing gear which he did not fully carry out

Not only that, but it is up to the fighter to hire people who are competent. Even if Margarito didn't know (in some laughable hypothetical sitaution) that Capetillo was incompetent, stupid, and used old wraps from other fighters (heh, sure), that's still his fault for hiring him.

Margarito is culpable in all of this, 100%.
