If not for his untimely death following the Resto fight, would Billy Collins Jr. have become champion of the world?

This. From what I remember one of Collin’s eyes were ruined after that fight and it completely threw of his depth perception, so continuing his boxing career was out of the question, but to make matters worse his vision problems were making it difficult to hold a regular job, so he started drinking heavily.

I assume the question is more asking if he had the potential to be if not for the Resto fight and its repercussions.

Reckon this about sums it up. He was on a down ward spiral and can't see him really being successful in boxing if he'd lived.

No, he was too beat up from the Resto fight. If the Resto fight never happened, my guess is he still would not have won a title. He was good, but not that good in my opinion.

If not, it wouldn't have been for lack of heart. Brave fighter.

I doubt it. He looked pretty ordinary. Not much defense

Looking at the names on his record, it's difficult to know how far Collins could have gone. His style was pretty basic and, all other factors aside, when he hit Resto in that fight, he didn't exactly rattle him.
Billy would have been a TV favourite but when you look at the Welters of that time, I doubt he'd have been a Champion.

Whether or not he would have become champ we'll never know But what we do know is two low life scumbags robbed him of his chances. It seemed Lewis was the main man & Resto just did as he was told. Looking at those gloves there is no way Resto would not have known they were tampered with.
Another boxing tragedy a young mans life ruined
