NSAC has jurisdiction over the fight if the fight will be held in Nevada.

However, their protocol involves only urine test and a blood test for STD like HIV, hepatitis.

The problem is that Mayweather side did not even ask the NSAC to adopt USADA protocol (from the inetrview with the NSAC dirctor when ask whether Mayweather's camp ask them about changes to the doping procedures) but insisted that USADA do the test despite the fact that USADA does not have any jurisdiciton or authority over professional boxing.

Assuming that GBP and Ellerbe ask the NSAC do adopt USADA protocol and NSAC grants, would Pac comply? He had his test already when NSAC required them to do so this week, despite the fact that the fight has not been signed yet.

On a side note, did the Mayweathers and GBP made the wrong approach to the doping thing? I believe that they should have petitioned first the NSAC to adopt USADA protocol instead of insisting that USADA do the tests. It appears that they are questioning the legitimacy as well as the credibility of NSAC by bypassing NSAC.

That is the only way that the fight will be saved.

It is not unusual for commissions to bend their protocols especially when it is an improvement. However, Arum apparently has issues with USADA partiality so the test could be contracted to any independent laboratory organization.

USADA is not without controversies, so by itself is not a guarantee that we will get the most accurate results.

the head of the NSAC is on video saying that it [the tests they will use] is up to the fighters to decide (thus contractual).
