At 154 I think its possible. Martinez is larger, and a fast, skilled southpaw that can fight hard for 12 rounds. I could see either fighter winning but would possibly favor Martinez. Pound for pound it goes to Mayweather most likely.
Sergio is good but he is the kind of fighter who is good when a guy gives him openings, but Floyd would outbox him and win a boring fight.
It shows more Williams fighting the wrong fight more than Martinez being great like others have said. Martinez is quick and gutsy, but you cannot make that much more out of it. He has a lot of experiece also.
One fight makes Martinez able to beat Mayweather? What would have happened had Quintana signed to fight Floyd after beating Williams the first time? Would the odds have been even? Martinez put up a good fight, but to think he would even come close to the same fight is just imagination. Floyd would outbox him. The only question I have is would Martinez be too strong at 154 for Floyd, but other than that Floyd would win.

It's funny you should mention that, before, and keep in mind I'm saying BEFORE the Cotto/Pacquiao fight, I was going to make a post asking which would pose a bigger threat to Floyd: An ATG light welterweight champion coming up to fight Floyd or Floyd going back for a second 154-pound fight with a really good 154-pound champion like Martinez, larger but still quick and slick. ...But that was before the Cotto/Pacquiao fight, once again.

Williams was the aggressor in this fight and was getting caught lunging in. If floyd fought Martinez, Martinez would have to be the aggressor hence it would be a totally different fight.
Sergio's a southpaw, let's not forget Floyd's history against lefties. He would be in the pocket most of the night.
