If there was a dominant US heavyweight would Pacquaio or Mayweather be ppv stars?

Of course the would. Especially Mayweather.
Same as Sugar Ray Leonard and Oscar De La Hola were popular at a time US HWs ruled.

It's skills that pay the bills!

They would still be stars and huge PPV stars, though the hypothetical dominant US heavy might have the PPV record instead of Mayweather.

Yes, Ray Robinson was a star when Marciano was dominant. Ray Leonard, Duran, Hagler, and Hearns were stars while Holmes reigned. Whitaker, Chavez, and Jones Jr were stars while Tyson and Holyfield held the title.
