If Fury can be Undisputed in Cruiser Weight, then yes.... He can be p4p top three.

It's When Usyk beats Fury, he is not the P4P King, he is the King of Boxing, simple as that.

 

You could make an argument for Inoue, Crawford or Usyk, with Usyk probably edging it on achievements.
