The PED issue relating to Povetkin is nonsense. Meldonium is not a steroid. It was legal up until about a year ago. It has been used to enhance blood flow, kind of like Viagra. It was a political move more than anything else because many Eastern European athletes used meldonium. The banning of meldonium was more about Big Pharma and punishing Russia and Putin that anything else.
