Lineal title is sort of consensus ... not same as ring title which is nominated. So was Chagaev (guy who did not fought in almost 2 years, had no belt and who was ruled out recently from title fight) the proper opponent for gaining the lineal title?
No. Lennox Lewis is the linear/lineal champion. Wlad can't be considered lineal until the titles are unified imo.
No. In my view the titles need to be unified to crown a new linear champion. Some people consider that a lineal vacancy can be resolved by the number one and two fighters in the division meeting. It's still a tough argument to make that Chagaev was number two before the fight though.

The tradition on lineage is #1 vs #2 to re-establish. I don't think unifying belts has anything to do with it. Of course, 1/2 rankings could be debated, but right now they are pretty clear. Given that they won't fight, I don't think he's lineal. That said, making the Iggy and Chag fights happen deserve credit. He's clearly the #1 guy, but by my understanding of lineage, not linear.
