Everything has to be taken on a case by case basis. Titles hardly mean a thing these days as it stands.
As Boxed Ears pointed out to me a few weeks ago "Hall of Fame." If you are a popular fighter you probably deserve to go into the Hall of Fame. As for great...Look at Iran Barkley and decide whether you consider him a great, I'm not too sure personally.

There's a big difference between a HOFer and a great. But still the answer is no. The answer would be affirmative in the days before all the alphabet titles. I'm certain they would be considered "greats" in the days of 8 divisions.
