niether is more to blame, the are both eqaually to blame. either man could at anytime to give in, which presents a question. maybe all this is being planned. one theory is that this is all the hype up the fight,you know to create a storyline. another is to possibly give both men more time to prepare for the biggest fight of their lives. also take into account, pac had to deal with political career and a possible loss to mayweather would could effect the voting so maybe he purposely refused to give in to mayweather demands.

whatever the real reason for the fight not happeneing yet is known only to the mayweather and pac camp but there is enough evidence to consider the fact that both parties are stalling for a more convenient time to make the fight happen.
