Hard to say. He’d probably make more money against Joyce, but being the IBF mandatory means you’re a lot closer to a title shot than you would be with WBO as IBF a lot stricter with their rules and they’ll probably demand a mandatory defence this year or strip the champ. On the other hand, Parker already lost to Hrgovic in the ams so he probably considers older and slower Joyce a more beatable opponent. There’s also the money aspect of it, so I guess it makes sense for Parker to pass on Hrgovic. All that being said, It’s hilarious to read people go out of their way to justify Parker avoiding Hrgovic after spending days shitting on Ortiz for the exact same move. Yeah, Parker has another eliminator on the table, but Ortiz has the more lucrative and a lot more winnable Ruiz fight which would also easily lead to a title shot. In the end, they both ducked Hrgovic, as did Hunter.

If I was a boxing fan I would be more than happy with either Joyce or Hrgovic. If I was Parker I would go with the smarter move. If I was Hrgovic I would try to make the Parker fight at all cost.
Hrgovic can try all he wants, but Parker would never take that fight. And that is part of boxing's problem right now. These guys are all avoiding risks while trying to maximize profits. And then they want respect and props from this kind of cowardice.
What If Team Hrgovic offered Parker a better deal than Joyce? For Parker both those fights are very hard either way but the Joyce deal looks much better for him at the moment.
Parker's route goes thru Joyce - no way around it - who is a far bigger name than Hrgovic and therefore makes BOTH dollars and sense

He has already turned down Hrgovic. And Joyce is too big a risk. Parker is just like a lot of these guys now who want low risk/high reward fights and money. Nobody is willing to work for a title shot. They want to fight easy fights and let the shot fall into their lap. There was no reason for Parker to fight Chisora twice. Except for the fact that Parker knew he could beat him twice, get paid and then try to call out a title shot afterwards. All of which he did
Champion fights also entail risk. He could of pulled a Wilder and just sat on the WBO fighting bums for 5 years.
