Yes he was and he was fast and hit hard but not in top 3 but in top 10 I could accept that. Leonard, Gans are top 3... 3rd spot up for grabs.... I like Sammy Mandell a lot, he was a brilliant boxer, great skills and fast, canzoneri is great and McLarnin too
Top-5 I could see, with #4 being the highest. He fought tough opposition, but he wasn't as dominant as others.
I have Leonard Gans Wiilliams Duran In that order. Williams may not have been as dominant as Duran, but his opposition was better.
Where would you have Mcfarland and Sammy Mandell and Tony Canzoneris and Carlos Ortiz... I like your top two and that you haven't been peer pressured by the Duran fanclub too, Duran is obviously very high in the lightweights but the above fighters must be be top 10 or 12 for that matter.

HW's and LHW'sm and MW's to LW's and the other the little guy category FW's to Flyweights but once I get to the 80's I think I will leave it there as i have very little interest in boxing after that.
