Exactly. Levels. Bryan is a B or C level fighter, a fringe contender at best. Dubois is world class, a clear contender for many years to come quite likely.
A properly-trained Bryan is probably somehwere around the level of a Jerry Forrest or a bit better. Even if we didn't see the best possible version of Trevor Bryan on Saturday - any incremental improvement he could have made would not have resulted in a very competitive fight.

I was inpressed he made it to round 4. Or actually disappointed by Dubious to be honest. And be fair, as I don't think Larry expected Bryan to be able to win this on Merit. Close to every boxfan expected him to get KO'd by Dubios, despite the questionmarks over his head. Holmes hasn't gone blind at his old age.
Bryan is definitely C quality. It took him 11 rounds to finish off Stiverne who is basically the new Kevin Johnson. There to get hit and lose. Bryan should never have been number 1. He would get killed vs Chisora, Takam even.
