You are being vague here. In a single event, this can be true. But on an annual base, Pac generates more PPV buys which is the main criteria to evaluate one's draw.
Floyd is basically saying that he doesn't need Pacquiao to make big money... and he's right unfortunately. Why should he shortchange himself when a loss to Pacquaio would cost him tens of millions of dollars in future earnings since most people only pay to see him lose his zero and he doesn't have the most exciting style to begin with.
it's the same case with pacquiao. but floyd is just too honest or too dumb to admit this fact and say that he would rather be safe fighting less riskier fights and earn big money than earn the biggest money fight that would be much riskier for his health.

Yeah Floyd wants the fight so badly that he wants tests --> **** happens --> 14 day cut off --> after some time Pac agreed ---> 14 days off the table ---> Pac agrees to testing date and venue ---> Pac can't have 50-50 ---> 55/45 for the winner ---> Floyd offers a flat fee with no PPV upside as if Pac ain't a PPV draw himself.
