The Klitschko Brothers are not one person and you don't get to lump their accomplishments together. Nor are they excused for ducking each other longer than Floyd/Pacquiao have been ducking each other. Why are the #1 and #2 guys in the division excused from fighting each other?

Also measuring a title reign in years does not work because titles are defended far less frequently than they used to be. Wladimir Klitschko defends his title 2-3 times a year while Joe Louis had a bum of the month club. Then there are the aforementioned breaks of some champions to screw up the timelines. Title reigns must be measured in number of defenses. In which case Wlad still ranks pretty high.
