What decade would you pick? The forties, fifties, sixties, seventies, or beyond?...Or was it earlier? The twenties?
In what decade were the champions and contenders more tested in order to be at the pinacle of their profession in the welterweight/middleweight divisions? What era was toughest?

The 20's had Micky Walker. Harry Greb, Tiger Flowes, Johnny Wilson, O'Down, and others. Pretty good era.

Not sure if its the best?

I thinking that way too BC...You have your ATG's; Greb/Walker-20's, Robinson/Gavilan-40's,50's, Monzon/Napoles-70's, Hagler/Leonard-80's...In the different decades, but for the deepest talent at contender, for the welterweight/middleweight divisions, I'm guessing the sixties just may have it...so many solid fighters
