Is a win on cuts a "decisive" victory?

Yes...it's sanctioned violence...in sanctioned violence there has to be some sort of control and cuts are good to go on a stoppage and do represent "decisive."

if your pummeling the guy and winning the whole way and the accumulation opens a cut then that is a good win

It depends, if a boxer is getting pummled to near the point of death and one of his punches opens a cut and the doctor stops the fight that is not a decisive victory.
